How are words counted, exactly?

Anything separated by spaces or line breaks counts as a word, the same rule word processors use, so hyphenated terms count once and numbers count as words. Counts here will match what Google Docs and Word show for normal prose.

Which character count do forms usually mean?

Almost always characters including spaces, that is what input limits measure. Both figures are shown, so use the one your form specifies.

How is reading time estimated?

Word count divided by 200 words per minute, a standard average adult reading pace for online text. Technical or dense material naturally reads slower.
